International Working Group on Russian Sanctions: Working Group Paper #1 “Action Plan on Strengthening Sanctions against the Russian Federation”

It is the first of other papers to come from our group. Future papers will both (1) spell out in greater detail some of the outlined recommendations in this first paper, as well as (2) provide new ideas about future measures.
