This model indictment is of Russian President Vladimir Putin and six other senior Russian officials involved in the initiation, planning, preparation, and execution of acts of aggression against Ukraine starting on February 24, 2022. Prepared by the Justice Initiative, the hope is that it gives impetus to national investigations currently underway and to efforts to establish a special tribunal to prosecute the crime of aggression by demonstrating that it is feasible to build a solid case against Vladimir Putin and other senior leaders.
