United for Ukraine Network (U4U) organised a webinar discussion “Countermeasures: International Law and the Confiscation of Russian State Assets for Reconstruction of Ukraine”, which took place on 6 December, Wednesday, at 17:30-18.30 CET (Brussels local time) remotely.

 

The legal memorandum On Proposed Countermeasures Against Russia to Compensate Injured States for Losses Caused by Russia’s War of Aggression Against Ukraine was presented during the event.

The authors of this Memorandum – experienced public international lawyers and practitioners from Belgium, Germany, Japan, the Netherlands, Nigeria, the United Kingdom, and the United States –conclude that it would be lawful, under international law, for States which have frozen Russian State assets to take additional countermeasures against Russia, given its ongoing breach of the most fundamental rules of international law, in the form of transfers of Russian State assets as compensation for the damage resulting directly from Russia’s unlawful conduct.
